Responsibilities or Requirements: Framing Dual Use Issues for Scientific Engagement
نویسنده
چکیده
INTRODUCTION Efforts to prevent the proliferation of biological weapons or bioterrorism face an increasingly complicated landscape characterized by rapid scientific and technological progress, growing global diffusion of research capacity, and an array of stakeholders with important potential roles. In 2002, the International Committee of the Red Cross (ICRC) introduced the concept of a “web of prevention” to underscore the need for a comprehensive and coordinated strategy that could engage gather the many communities necessary to address the challenges (1). The scientific community, broadly defined to encompass the many fields beyond biology that now make up the life sciences research enterprise, is recognized as essential to the success of any strategy. This is particularly true for addressing what has come to be called“dual use” research, which is undertaken for beneficial purposes but has the potential to be misused to cause deliberate harm (2–5). Programs for “scientific engagement” have expanded in the last decade to reflect this recognition and policy attention.

Biodefence and the production of knowledge: rethinking the problem.
Biodefence, broadly understood as efforts to prevent or mitigate the damage of a bioterrorist attack, raises a number of ethical issues, from the allocation of scarce biomedical research and public health funds, to the use of coercion in quarantine and other containment measures in the event of an outbreak. In response to the US bioterrorist attacks following September 11, significant US policy...
متن کاملFrom Cases to Capacity? A Critical Reflection on the Role of 'Ethical Dilemmas' in the Development of Dual-Use Governance
The dual-use issue is often framed as a series of paralyzing 'dilemmas' facing the scientific community as well as institutions which support innovation. While this conceptualization of the dual-use issue can be useful in certain contexts (such as in awareness-raising and as part of educational activities directed at the scientific community) its usefulness is more limited when reflecting on th...
متن کاملDesign Issues for Undergraduate Game-Oriented Degrees
The paper describes the most significant design issues concerning the development of game-oriented undergraduate degree programs. These issues fall into two broad categories, those that concern the organization of the degree, including its framing and naming, as well as issues concerning the degree’s content. Content issues include the amount of computer science content, use of digital media co...

Location and types of sensors may be integrated for simultaneous achievement of water security goals and other water utility objectives, such as regulatory monitoring requirements. Complying with the recent recommendations on dual benefits of sensors, this study addresses the optimal location of these types of sensors in a multipurpose approach. The study presents two mathematical models for ...
متن کاملFraming Bias in the Interpretation of Quality Improvement Data: Evidence From an Experiment
Background A growing body of public management literature sheds light on potential shortcomings to quality improvement (QI) and performance management efforts. These challenges stem from heuristics individuals use when interpreting data. Evidence from studies of citizens suggests that individuals’ evaluation of data is influenced by the linguistic framing or context of that information an...
